The relevance of the internet for school, professional training and job constantly increases. For more and more presentations online searches need to be accomplished. The classical walk to a library will be either avoided for lack of time or are not possible for some reasons. If you are able to master the Englisch language, you can draw on unlimited resources. In case you are searching with Google for the keyword 'fertilizer', you will get 17 million entries. If you are looking for the German translation 'Dünger' you will get only about 1 million pages, wheras the Spanish and Portugese translation 'fertilizante' together only produce 700000 entries. In comparision about 375 billion people are English native speakers, 185 million people are German native speakers and about 500 million people are Spanish or Portugese native speakers.
A similar situation occur within the scope of Open Source Software. For example at the beginning of 2011 39% of the description of optional packages in the Debian Project are translated to German. On the other hand only 13% of the Spanish and 18% of the Portugese descriptions are translated.
From these numbers you clearly see that a majority of mankind has only a minority of information or a small part of Open source Software available.
One aim of PerLegere is the reduction of this mismatch between demand and available information. In order to accomplish this goal the following measures shall be taken:
